About the City

The City of San Dimas is located midway (about 25 miles) between Los Angeles and San Bernardino at the base of the San Gabriel Mountains. Superior access to the 10, 57 and 210 freeways offers a centralized location from which to enjoy Southern California’s many excellent cultural, recreational and shopping activities. San Dimas is a blend of community amenities, wonderful parks and open space including Bonelli Regional Park, Raging Waters and a network of neighborhood parks and trails, an abundance of community events and activities and attractive development and retail centers. San Dimas has a rich history and the City takes pride in preserving and showcasing that history. One of its greatest assets is its small-town feel, with approximately 33,000 residents, while still providing an abundance of employment and retail opportunities for its residents and the surrounding communities.

The Organization

San Dimas was incorporated in 1960 with a Council-Manager form of government. Its citizens receive a full range of services through the combined efforts of the City’s four primary departments (City Manager/Administrative Services, Parks & Recreation, Public Works and Community Development) and the contract services of Los Angeles County and other agencies and contractors. The City is supported by 68 full-time and in peak season approximately 100, part-time employees.

The following functions are typical for this classification and from the City’s position the following duties are essential of the Planning Manager. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.

The Position

Key responsibilities include, but are not limited to the following:

Plans, organizes, controls, integrates and evaluates the work of assigned staff; assists in developing and administering division budget; supervises and participates in the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards and to meet with staff to identify and resolve problems.
Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs including General Plan updates/amendments and other related advanced planning functions such as annexations, regional planning and demographics, zoning plan check function and the administration of the City’s zoning codes and other related current and advanced planning activities; evaluate, recommend and administer policies and procedures related to the efficiency and effectiveness of the planning operations, including the public counter.
Plans and evaluates the performance of assigned staff; establishes work programs performance requirements and personal development goals, targets; regularly monitors work performance and provides coaching leadership and mentoring for performance improvement and development.
Oversees the development and implementation of major project goals, program priorities, and presentation materials that are created by professional and technical staff.
Investigates, coordinates and resolves significant communication efforts involving staff, other departments, developers, contractors, and the general public; considers strategies to promote teamwork and promote employee development.
Researches, analyzes, prepares and presents reports to City Council, Planning Commission, public groups and city staff regarding regional and local planning issues; ensures timely actions on Planning Commission directives and initiatives; ensures implementation of City Council resolutions on departmental matters.
Represents the division before the Planning Commission, and various committees and boards, and the City Council. Coordinates planning matters with legal counsel.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
Analyzes and develops projects and determines project priorities and scheduling; estimates personnel, resources, and time required for project completion; maintains and updates General Plan elements as required; prepares and conducts presentations to decision-makers and the public; prepares and reviews detailed staff reports in areas such as subdivision review, zone changes, environmental impact, and grant application; conducts special research to support major planning projects.
Leads environmental reviews and assessments involving private and City projects, ordinances, and policy development.
Utilizes or manages the use of computers and software programs for various technical projects and studies; prepares complete, accurate and concise written technical reports and correspondence.
Makes decisions within specified limits regarding land use and zoning matters; ensures the proper administration and enforcement of the City’s zoning, housing, and related codes; consults with Director of Community Development concerning controversial or complex matters.
Monitors and keeps informed of current trends in the urban planning field and community development matters, including legislation, court rulings, and professional practices and techniques; evaluates their impact on City operations and recommends policy and procedural improvements.
Confers with personnel from other departments and agencies in carrying out assignments; meets with professionals, citizens and organizations to encourage action or resolve problems related to division work activities and projects.
Advises the City Council, Planning Commission, City Manager, Director of Community Development and others on departmental issues; assembles necessary resources to solve a broad range of programmatic and service delivery problems in current and/or advanced planning.
Assists in the preparation of new City ordinances and the revision of existing ordinances; reviews development and redevelopment plans for conformance with planning policies and standards.
Assists Director of Community Development in building strong city relations with the development, business community and residents.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. The position occasionally stands and walks and lifts and carries records and documents weighing 20 pounds or less.

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve complex problems; use math and mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions; attend hearings or meetings during non-regular working hours; and interact with officials and the public.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. The position inspects development sites and meets with officials and business and public representatives.

Selection Process

Interested persons who feel they meet the desirable qualifications should submit a completed City application. Not every applicant is interviewed. Selected qualified applicants will be invited to appear before an oral interview board. Application appraisal, oral interview(s) and written test shall constitute 100% of the selection process.

Knowledge of:

Ability to:

Education/Training/Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in urban planning or a closely related field; and seven years of increasingly responsible professional planning experience, two of which included supervision; or an equivalent combination of training and experience. AICP certification is highly desirable or the ability to obtain within two years of hire date.

Special Requirements:

A valid Class C California driver’s license and the ability to maintain insurability under the City’s Vehicle Insurance Policy in order to attend night meetings and special meetings.

Benefits
Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS). New members of CalPERS or an agency with CalPERS reciprocity will be subject to the provisions of the Public Employee’s Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 formula. Employee pays 50% of the normal cost rate on a pretax basis to be calculated by CalPERS.

Employees who are current members of CalPERS or an agency with CalPERS reciprocity or who have less than a six-month break in service between employment in CalPERS (or reciprocal) agency or who have previously been employed by the City of San Dimas will be enrolled in the 2% @ 55 formula. Employee pays 7% of CalPERS contribution.

Health Benefits: San Dimas provides a $1,545 per month cafeteria plan for health, dental and vision insurance. The City also pays for long term disability and life insurance programs for employees.

Leave Benefits: Vacation leave is accrued beginning at 112 hours per year and increases after each five years of tenure. Employees accrue 96 hours annual sick leave. The City also provides 12 paid holidays.

Retiree Health Savings Account: The City has a program where employees achieve a triple tax-free savings program for health insurance costs at retirement or separation.

Deferred Compensation: The City provides a deferred compensation match program for employees where the City will provide matching funds up to $250 monthly for employee contributions to the offered Section 457 deferred compensation plans.

Additional Benefits: Additional benefits include membership to a federal credit union, tuition reimbursement, computer loan program, Employee Assistance Program, membership to San Dimas Recreation Center and a Section 125 benefits program.
