The City of Rancho Santa Margarita invites qualified firms to submit proposals to provide professional on-call environmental review services. Per City Council policy, all professional services are re-evaluated every 3-5 years to ensure that the City is receiving the best services at a competitive rate. To be considered responsive, qualified Proposers must submit a written proposal in accordance with the requirements, specifications,
conditions, and provisions as described and set forth herein. Proposals must demonstrate that the successful Proposer will satisfy all of the objectives and work requirements specified in the Request for Proposals Scope of Work.
PROPOSALS ARE DUE BEFORE 4:00 PM, MONDAY, JULY 20, 2020
Under the direction of the Development Services Department, the selected consultant(s) may be called upon to assist staff to determine the appropriate level of CEQA review for complex discretionary and/or City-initiated projects on an as-needed basis. Occasionally, the City may utilize its on-call environmental consulting firms for services outside of CEQA review, such as preparation of technical studies or other specialized environmental
projects. After the proposal due date, evaluation will commence. If necessary, the City may require Proposers found to be the most qualified to interview with City staff. Selection of one or more qualified firms for the requested professional services shall be made on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required, and shall not be awarded solely on the basis of cost.
