The City of Rancho Santa Margarita invites qualified firms to submit proposals to prepare the 2021 update to the City’s Housing Element, identify related revisions that may be required to other planning and zoning documents, and prepare required CEQA documentation. Firms having demonstrated technical ability, resources and experience to successfully complete the project within the schedule for the 6th planning cycle established in State law are encouraged to submit proposals. To be considered responsive, qualified Proposers must submit a written proposal in accordance with the requirements, specifications, conditions, and provisions as described and set forth herein. Proposals must demonstrate that the successful Proposer will satisfy all of the objectives and work requirements specified in the Request for Proposal Scope of Work.
PROPOSALS ARE DUE BEFORE 4:00 PM, MONDAY, MAY 4, 2020
After the proposal due date, evaluation will commence. If necessary, the City may require Proposers found to be the most qualified to interview with City staff. Selection of a qualified firm for the requested professional services shall be made on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required, and shall not be awarded solely on the basis of cost.
