Planning & Code Enforcement Technician

The City of Mission Viejo is accepting applications from qualified applicants for the part-time position of Planning & Code Enforcement Technician. The eligibility list established for this position may be used to fill future full-time, part-time, or hourly, seasonal and/or temporary Planning& Code Enforcement Technician vacancies.

One (1) part-time vacancy in the Community Development Department at City Hall scheduled to work twenty (20) hours per week. The individual selected must be available to work a flexible schedule including weekdays and Saturdays. The schedule will vary depending on the needs of the City. This is a non-exempt position in the City’s general employee group.

-Confer with and advises architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards; provide and clarify information relative to zoning, general plan compliance, signage, and other issues;
-Review commercial, industrial and residential development proposals, plans, and applications for issuance of zoning clearance; review for compliance with appropriate regulations and policies;
-Process permit application submittals and calculate appropriate fees;
-Inspect properties and structures for compliance with current City zoning codes and regulations; identify corrective actions to be taken by owners; recommend improvement and rehabilitation programs; conduct follow-up inspections and recheck as required;
-Initiate contacts with residents, business representative and other parties to explain the nature of incurred violations and to encourage compliance with municipal codes, ordinances, and community standards; provide confirmation to public by telephone and in person regarding code regulations;
-Prepare notices of violation or noncompliance and citations according to applicable codes and regulations; issue letters to property owners notifying them of violation;
-Coordinate and conduct follow-up abatement procedures including preparation of additional correspondence, site visits, and communication with property owners and attorneys; conduct follow-up investigations to ensure compliance with applicable codes and ordinances; prepare non-compliance cases for legal action; present testimony at nuisance abatement hearings;
-Provide information to violators, the general public, the business community, and other government agencies regarding codes, laws and ordinances; respond to questions, complaints and inquiries;
-Maintain files and records related to citations and violations; prepare a variety of written reports, memoranda and correspondence;
-Input and retrieve a variety of information using a computer terminal; and
-Perform other duties as assigned.

Equivalent to the completion of at least twenty-four (24) semester units of college-level coursework with an emphasis in Planning or similar field; preferably supplemented with a minimum of six (6) months of clerical and/or technical experience, paid or unpaid, in planning, code enforcement, other functions in local government, real estate development, paralegal services, engineering/surveying, environmental analysis, or similar fields, involving regular public contact.

May be required to possess and maintain a valid California class C driver’s license and have a satisfactory driving record.
