The City of Huntington Beach (“City”) Community Development Department is seeking proposals from qualified consulting firm(s) to prepare an update of the City’s General Plan Housing Element pursuant to state housing element law and corresponding environmental documents prepared in accordance with the California Environmental Quality Act (“CEQA”).
PROPOSALS ARE DUE FRIDAY, JUNE 12, 2020
The City is actively applying for a Local Early Action Planning (LEAP) grant from HCD and anticipates receiving up to $500,000 in funding for the Housing Element update.
The selected consultant will have responsibility for preparing the 2021-2029 Housing Element update to reflect the forthcoming Regional Housing Need Assessment (RHNA) in accordance with state housing element law.
The City anticipates that the General Plan Land Use Element, which was amended in 2017 as part of a comprehensive update of the City’s General Plan, will need to be amended to reflect the RHNA allocation, which exceeds the growth anticipated by the 2017 General Plan Update. Consequently, other elements of the General Plan may need to be amended as well.
