Associate Planner Advanced Planning (Part-Time)


SALARY: Hourly Rate is $ 27.19 TO $37.39 per hour DOQ.

Plans, organizes, and conducts research studies and prepares reports and recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs; maintains, updates and analyzes demographic and other data required for the planning function; participates in the review, development or revision of the various elements of the General Plan, environmental impact reports, plans, ordinances and other policies and procedures.
Analyze development proposals to determine conformity with General Plan policies and procedures; assess appropriate development fees for projects; assist in the preparation of information for development agreements; monitor the collection of fees.
Coordinates the processing of Specific Plan amendments, General Plan amendments and General Plan element revisions. Determine the impact of legislation, studies, surveys and reports from outside agencies on program activities; prepare reports and correspondence as required.
Provides information and assistance to developers, property owners and the public regarding laws, policies, regulations, standards and procedures with respect to the submission of plans, processing of applications and implementation requirements; reviews, investigates and processes various plans and applications for subdivision, housing, commercial and industrial developments, variances, use permits, and business licenses; determines conformity with laws, policies, regulations and procedures; recommends approval or identifies problems and assesses alternatives.
Respond to inquiries from the general public and resolve issues related to the City’s planning and zoning functions; research and provide information to City Staff and the general public regarding land use issues and environmental documentation; interpret City ordinances and regulations, as well as the California Environmental Quality Act (CEQA) guidelines.
Research, analyze code and prepare amendments and special studies; prepare reports and presentations for City staff, City Council, City Administrator and the Planning Commission.
Proficient in drafting Development standards, Design Guidelines, Specific Plan Amendments, General Plan Amendments, Zone Text Amendments, Overlay Districts and Zoning Ordinances for review.

Graduation from a four-year college or university with a Bachelor’s degree in urban planning or a closely related field; and three years of professional planning experience; or an equivalent combination of training and experience.
